To be fair to the security, there will be a part of the footprint of the building which will be part of their land. But there will be council rules that stop the landlords putting up fences or barriers unless they get the prior permission, and this will be on temporary basis for maintenance etc. The building has a drain for the line of ownership but often its tags drilled into the floor.
