Victoria from this episode just feels like an entitled bully, looking down on Rose from the beginning because of the whole "being healed by Shadow" thing. She determines that fighting is the way to go even when her companions were beaten and as such her desire to label Rose a traitor seems more like petty revenge than faith to the organization in my mind. She belittled Rose when they met, was against Rose saving her mother, didn't like that her two compatriots 664 and 665 were at least partially on Rose's side, and rather than letting her weaker allies flee when they were outnumbered and fighting for days she kept them fighting to the point they almost all died. Maybe if they had included more about her origin I could have liked the character better from the beginning but for me she just wasn't a character I could really enjoy. Though I've never much liked zealots in any shape or form so could just be that, then again everyone else in Shadow Garden is some level of zealot given they believe Shadow is like the perfect being so maybe it's the degree of zealotry or just how serious the characters are that is the thing that separates the standard members and Victoria.
Fun Fact: The Scene where Victoria she killed Koudai (the Cult Leader who kicked her) is the kind of the same scene (kind of reused animation) where Rose killed the D. Cult after receiving her Powers from Shadow
