This decision by Putin confronts Russian citizens with a war they don’t want, albeit by force. The law was seen as a response to problems implementing Putin’s partial mobilization decree last fall, which called for 300,000 troops to fight in Ukraine. Many antiwar Russian citizens have fled service inside the country by changing their addresses or claiming they did not see the draft notice. As a result, hundreds of thousands of Russians have fled the country, fearing conscription.
