a cable car ropeway round trip would be attractive for tourists
Instead of a hovercraft, what about a simple wooden pier on Boca Chica beach? Lots of public beaches have piers. The general public seems to like them. So then the end of the pier could be used for boats to ferry people to/from SPI and other places.
If space X did show the ship blowing up, and not trying to hide it… this clean up would not have to happen.
