I recently played Dutch Resistance: Orange Shall Overcome. Now, in most ways that is a very different game from Pandemic, but the reason I think it might appeal to some of the same people is because of the integration between theme and mechanisms. Yes, it is much more punishing and much much longer, but if you like pandemic because you like cooperation and to feel like a team up against impossible odds trying to do the right thing in a game that oozes with theme, while still being non-violent, Orange Shall Overcome is definitely one to try out somewhere.

Keep the Heroes Out would be number one similar co-op from me, while The Loop as mentioned earlier is another good one.
I think Marvel United is worth a mention; the card play leading to each player using the previous players card as part of their turn really UPS the feeling of a team based cooperative venture.
Also, it has the variable bad guy puzzle factor that Horrified has, and the difficulty is definitely scalable.
