As an EQ main 1 champion from S or Z tier don't smash Ryze (Ivern), and only 6 from A tier don't.
All of Ryze 'stomp' matchups are B or below, with a few small exceptions (Brand, Lux, Xerath, Diana)

Well i would say Shyvana should be much higher in the jungle list she is dealing with most Z/S champions with literally no effort. u can build her in so many diffrent ways that she is nearly valuable in every game.

* Me and my friend had a period where we Played Seraphine Mid, Ivern Jungle and completly smashed both midlane and teamfight setups, The two champions have a lot of synergi and covers for most of each others weaknesses… Except for dmg, we did lose a number of those games because our ADC/Top werent reliable

Riot should just implement lock-out draft – problem fixed. Pro play should be the highest tier of creativity, game knowledge and tactical savvy. Instead we see hundreds of games where pro players practice sometimes relatively simple champions and easy to execute comps when they're already too mechanically proficient for that to hold any merit.

If an argument for a champion is to just learn to play better or it is a good counter pick, these champions should never be A or S or w.e letter above A.
If conditions need to be met, you are not a high tier champion.
This means there isn't a coherent scale for your tier list but pure personal narrative.
