I play this game and yes u need garage and the kitchen to unlock ur workbenches
U guys should also look into ur weapon crit rates I'm using a zip gun pistol getting crits all the time even in the middle of shooting I'm level 4 with my pistols and it was the best advestments of my life

Yes I just had this glitch I had to wait to open them but there are some that clutch out I reported a couple already one was kill the higher level mobsters in city streets and no matter how many I killed it would count so I couldn't get the big heals which was a let down but sometimes it resets and let's u do it just depends I guess u could also try instead of co -op go into the solo zone sunburns and open them there and the do haft to be the good crated to count thinks of the other chest as dumpsters the only real chests are the good ones
You can also go naked into all the pvp zones to get higher teir items without dieing stay to the outskirts and loot the trashcans and dumpsters
Once u get a weapon perk to a higher level like my pistols are level 5 and I get a 5 percent crot chance even not sneaking so instead of hitting 7 on the city streets I'll hit 21 which is a big difference
