Most countries allowed ammo use in Mordor from the start. It's pretty much only The US, Germany and Italy that didn't/doesn't. Most countries didn't follow the US with this, we allowed it months or years ago. The reporting makes it sound like countries were following the US. We were not. We were months or years ahead.
