using a ryzen 5 5600x + rx 6600xt, i have a lot, a lot! of frame drops and stuttering in some spots like in this video, even looking at the floor, is a game issue? someone can confirm?

so with some tweaks like maybe lower a couple from max to high my 6600xt would do 4k 60 , thats pretty good and not as ad as people are making it out to be

Why are the frames capped?
Running a DDR5 build with a 12900k & 3090. The stuttering/freezing is borderline unplayable. Jitters every 3 meters or less, with freezing during bosses or multi-enemy battles. Sometimes it locks up nonstop for a minute or two. It's gotten me killed a few times.
Really only doing this with a 60hz monitor?
