Actually, the point of trying to prevent jaywalking is that it does have potential victims. If you get hit then not only are you one of them, but the driver who hit you is, because even when it's not their fault, if they have any conscious then the fact that they hit you — especially if that killed you, or worse: severely paralyzed you — will be a miserable thing for them to know and remember for possibly a long time.
