No, Dave, really, where's the exploit? You've played a major power with naval tradition older then a country and a marine core that is just as old. Rather then US having an "exploit" for marines, I'd say it's a bug that they don't get all marine research for free. And Japan and UK should be at least halfway through too.
Now for Germany and USSR that does seem a bit exploity, but still within the realm of possibility.
