Around 12:30, losing that 10 troll tolerance hurts a LOT. You only gain 20 from accepting their culture, and most of the time you start by default at 30 tolerance. So now you gotta wait for at least 3 more tolerance events (that same one twice plus another) to get them to integrated & swap to troll army.
The tolerance is on a point system and right now you're at 20 assuming there weren't other tolerance events for trolls in other episodes. Accepting Fjord Troll gets you to 40. You gotta come up with 21 more points.

You can still get Troll military by colonizing the wood troll provinces if the province has a population greater than 1000 and you don’t attack natives.
