My guess it's technology and parts provided by the West . Ukraine just have to put the parts together. Supplies of drones fully built being delivered would be a target for Russia . It's harder for Russia to target parts being delivered. Not a bad idea to prevent Russia from blowing up a a truck load of them fully built .
