I disagree with your take that a race having difficult starts, hard to maintain economies, etc. make the DLC worthless. A race being more difficult does not make the value of playing that race lesser.
Ogres are one of my favorite races to play, so maybe I'm defending them too much, but the camp system removes being land-locked from you. If you defend your first camp while earning money through war, it's a fun campaign. You don't even need to stay in your starting area to build a strong camp, migrating early is a wise decision sometimes. It sounds like you value playing the defensive, build land, secure borders and farm economy style so Norsca and the Ogres aren't to your preference.
Also, Ogres run circles around everyone with their speed, not the other way around π

I was thinking before books should be more like quest battles maybe. They could be still randome and scale in difficulty.
