I'm pretty sure Gravity Falls is set in the summer of 2012, the year it premiered. I was a little over half a year older than Dipper and Mabel and I still didn't have a cell phone then, so it's conceivable that they might not have phones either.
If you don't buy that explanation, then maybe they do have phones, but their parents confiscated them before sending them to Oregon, so that they'd be properly able to appreciate the fresh air and stuff. That was a thing for some parents back then — wanting to restrict their kids' electronic use. (My dad is actually still into that.)
