I am a city planner because I loved SimCity while growing up. I have enjoyed figuring out simulation and tycoon games since before I can remember. Even now in adulthood (if you can call me that) I still enjoy nothing more than spending a few cosy hours with a simulation game, you know those that require a bit of thinking. You will see stuff like Airport CEO, Cities Skylines, Workers & Resources: Soviet Republic, Banished, Project Hospital and anything else new and exciting in that genre on this channel. The focus, you guessed it, to figure things out and constantly improve.

In this series we play Workers & Resources: Soviet Republic using the new realistic mode, that’s right no getting out of jail with mistakes, and we look at what is new since we last played. WR:SR is an intensive city builder and resources tycoon hybrid. You plan and build your city, but also manage the economy of your glorious soviet republic. This includes, managing workers and resources to create or import what the republic needs and to export the surplus and maintain a healthy bank balance. In this series we go so far as to manage electricity infrastructure and fuel for vehicles. It is awesome, trust me.

It may be news to you, but if you currently import 180 tons per month, you will require 2160 tons of crops per year to maintain the current food & alcohol production. For that you will need at least 7 big fields. Why you believe your current farm setup is adequate, is not clear.
Ah, I forgot. Numbers are not fun for you.
The existing industries are more than capable of getting the money balance right, but only if you ramp up production. For that you need at least 1000 more workers, so get building quickly, let the population grow organically, replace the bad neighbourhoods with healthier ones and get the transportation going. That bus stop approach at the refinery is total garbage – build a new one along the road which you've been graveling lately.
Get more trucks to deliver coal for steel production.
Create a warehouse for everything you're currently importing, and keep it filled by 3-4 trucks. Have CO pick up from there, and eliminate queueing at the border.
Deliver fuel to the new CO and the bus end station.
Replace those tiny fuel & bitumen trucks with the biggest ones available.
Huge CO isn't that good, as they won't allow multiple truck moving inside, so it takes ages to depart 32 trucks.
Remember you can batch suspend constructions by visiting the same place where you assign offices, assign constructions, and most importantly suspend them. And you can hold Shift to drag an area to apply the aforementioned.
