Is being in a place where you don't have a purpose. Jeff has a purpose it is exercising his first amendment rights and also freedom to assemble. That right is not given to People based upon their feelings but as a right. So Jeff is not violating any law and by the way there is no law in the land that supersedes the Constitution of the United States. That is the law of the land final.
