i really do think necrit is close but not right. piltover and zaun are to small of zones for a expansion. also arcane season 2 will be out by then and unless it flops you cant add it in later. personaly i think bilgewater and ionia needs to be in the starting too. once again bilgewater is to small for its own expansion. yea you could tie it in with ionia and it would make sense but ionia is to loved and has to many champions to be left out too. plus that would make the top half complete. making each area a expansion sounds like a business deal for the players.
the game doesnt even exists, and there hasnt been any actual footage from the world.
Some things in the universe webpage are outdated, like Mordekaiser being from the Shadow Isles, after the rework he got he is now from Noxus (that's why he has the outdated thumbnail when hovering over shadow isles)

To answer your question on how Zoe climbed the mountain she in fact did not climb it. She was born in the lunari tribe and was a bit of a trickster even to her own tribe constantly messing around and playing pranks and so on. Eventually the aspect of twilight noticed her and liked her so it gave her some things pick from, I forget what exactly they were but I do remember Zoe Picked the yo-yo and that was Zoe passing the test the aspect gave her and it chose her as it’s vessel.

Yes Diana and Leona were lovers in the past when they were Young, but than Leona became aspect of the Sun and Diana became an aspect of the moon and things git a Little complicated between them
