The "Over a barrel" thing comes from the fact that in the British navy, grown men were flogged, but boys, who also served on ships, were beaten with a rod. To beat them, they would bend them over a gun barrel. So if you were over a barrel, you were in bad shape. Flogging is where we get another term from: letting the cat out of the bag, meaning the cat of nine tails whip, which was kept in a bag.
