Thrawn has more knowledge and military skill than Tarkin. Tarkin only got to Grand Moffat because he was in the Republic/Imperial army for so long. And yeah he earned his rank but no one could outsmart thrawn. Unless they were force sensitive
Thrawn was against super weapons, and believed the resources were better used on superior combat technologies and logistics. Tarkin died because of his belief in the value of super weapons.
As much as I love Peter Cushing, the man was amazing in his role. I have to give it to Thrawn. I’ve never gotten the idea of being scared of him. I wish I had a leader like Thrawn in my life. I would follow a man like him anywhere.
Honestly tarkin just has that old man energy about him. Because he is human, or whatever the species that looks human is called in the star wars Universe, he is so much more relatable, and understandable. Imo thrawn suffers a lot from being blue. If he was a different color, like red or grey or pale paper sheet white he'd be a lot scarier.

Tarkin was incompetent. He had a huge ego and thats what got him killed. And his doctrine was what got the empire into shit.

In terms of knowledge, Thrawn wins because he learns about their enemies, especially their history and culture. Tarkin is a bit stuck-up on that part.
Combat should go to Tarkin still, pretty sure he did some hunt where he managed to actually strike Vader one way or another
