Taiwan has completed flight testing on the last of its F-16 fighters to be upgraded to the F-16V standard under the Feng Zhan (Phoenix Rising) program. With this milestone, the Republic of China Air Force (ROCAF) is now on track to wrap up the F-16 modernization effort before the end of this year, by which time the last of the 141 aircraft will have been upgraded. Taiwan isthe first F-16 operator anywhere in the world to handle combat-capable F-16Vs.

In 2011, the United States assisted Taiwan in upgrading 141 of their F-16 block20 fighter jets through military sales. The total cost of the Phoenix Rising modernization program is reported to be around $4.5 billion USD, having started in 2016. As originally planned, the ROCAF expected to receive a total of 144 F-16Vs, produced via conversion of its existing F-16A/B jets, but this figure has been reduced to 141 through attrition in its existing F-16 fleet.

Additionally, Taiwan has ordered 66 new F-16V block70 fighter jets from Lockheed Martin, with deliveries expected to begin in the second half of 2024 and completion by 2027.

The F-16V block20 upgrades include the adoption of the AN/APG-83 radar, Joint Helmet-Mounted Cueing System (JHMCS), AN/ALQ-213 Electronic Warfare Management System, Automatic Ground Collision Avoidance System, Flight Control Computer, strengthened airframe and landing gear structure, stealth coatings, and more. The upgrades cover avionics, structure, subsystems, weapons, flight control software, and simulation training systems. However, the engines remain the same, utilizing the Pratt & Whitney F100-PW-220 engine.
