The lack of cavalry is part of why I feel like you wanted both pairs of Boots of Tyranny. +2 movement is often gonna be the difference between an infantry unit getting to actually participate in combat and lagging far enough behind the cavalry that the best they can do is pick up objectives and maybe force some surrenders. The morale hit hurts a little, but if you put them on somebody like Diana who is winning pretty much any combat she gets involved with, I think you make up for it pretty quickly.
It definitely feels like spreading out your horses to get as many cavalry units as possible is hugely beneficial. Between the base extra movement range and the hit & run ability, cavalry seem to seriously outclass infantry squads. The weakness to polearms feels like a pretty minimal concern with all the other relevant factors (especially since cavalry get like +50 HP from tech tree upgrades)
