It took me a bit, but I figured out why you can't mess with Abigayle's squad before this fight: It's because she actually adds the dragon to her party during the fight and they wanted to make sure she had her own squad and that it had space for the dragon and just not giving you the squad until after the mission was the easiest way to accomplish that.
