Regarding the Swedish Navy it had a bunch of Coastal Defence ships that's hard to put in a category in Hoi4.
Basically all except 3 where from around the year 1900 and where heavily armored ships with slow speed and mostly armed with medium guns but carrying two heavy cruiser sized guns.
Their role was to force an enemy to use heavier forces as the armor can stand up to light cruiser fire.
During WW2 the older of these ships where spread out forming the flagship of the local defences around important ports like Stockholm Gothenburg and Karlskrona.
