Ehhhhh in order to get both Tower's and the Elder (which begins at -11% Skill Damage Reduction and is the only one with while) costs 900,000 Top-Up Points which is $1,800.00 USD.
Oh and didn't forget to collect the State Progress Crates in the upper right hand corner of the screen. There are Skin Crates for March, Hero, Frames and Statues and a new Statue Permit like in the Top-Up Event and I think a new Hero Statue as the last two crates. Also there are Gold and Silver Coins in the first few crates.
