It depends if they want us to get us closer to Vanduul and Xi'an space, or they want to deliver the capital System. Terra is as complex or more than Stanton… with two habitable planets. One military and the capital. IMHO, Terra should come with building interiors done and make it a bit of a "Cyberpunk" style city with tons of gameplay. It is the capital after all. You have Gen also which is a political and military center. The scale of this should dwarf anything in the UEE. Tons of stations, trade posts, refineries as the other two planets are rich in resources
Translation of planets and how it affects weather is a biatch to simulate at this level of detail. And then to navigate it makes it a tad tougher too. I would vote to have rotation only and then in the distant future (10 years from now). It is not a must have, but more of a could have or will not have, using the MoSCoW product prioritisation Framework. The Value, effort, cost puts it at a low value high effort and cost… set it deep in the backlog ๐
