Shanks can't see Luffy yet. He has a code as a pirate. Bartolomeo has caused trouble for them. And even if Shanks deep down isn't too bothered by it, he has a reputation to respect.
So if he ran into Luffy, "law of the sea" rhetoric would really require them to have to tussle. I (personally) took it as Shanks trying to avoid Luffy, PURELY because he didn't want to be put into a position where he had to save face and be the ruthless Yonko he's known to be. He doesn't want to fight Luffy, but he's expected to.

Honestly, I don’t even think that the ONE PIECE is an object, I think the ONE PIECE is the freedom that Luffy have spread around the world, and the title pirate king is meant to be a symbol of hope and freedom, hell, luffy is probably the ONE PIECE since luffy makes people want to follow him because of his character, or the ONE PIECE is probably the promises that joyboy wanted to happen. That’s what the ONE PIECE is I think.
Maybe shank will level up Luffy.
