Pretty messy late game there for Dutchy. He could have made a second Katy to punish Elpern harder
While penals are great for the early game they fall off hard in the late game cause of the OST/OKW veterancy. It's like getting suck with unupgraded riflemen, expensive and manpower draining. I actually won a game by switching back over to upgraded conscripts after losing 2 penal squads as the sandbags are a-must to hold ground as soviets.
You have to love a great comeback
