S: gamebreakingly strong in most situations or never pass
A: gamebreakingly strong in some situations, very strong otherwise or cannot be passed sometimes
B: very strong in some situations, strong otherwise or avoid passing
C: strong in some situations, mediocre otherwise or avoid passing in some situations
D: mediocre in some situations, weak otherwise
F: complete garbage

Personally I would rate Colonizer Training Camp a B tier: it has too many upsides, and often if played on 4% or 5% oxygen does not stop your engine too much. The points per money ration on this card is very very good, expecially considering its two usefull tags.
Also I think that you are a bit too harsh on Cloud, it's pretty bad, but not strictly unplayable like the Ammoniac event. D tier for me
My friend group is exactly at the phase of putting too much cities on the board 😂
Do you have any advice to how to play against city oriented players? (we usually play in a group of 4, so terraforming is pretty slow)
