You say the cops are behind them – where? There were NO cops behind them and this is what you get – endangering everyone. If they'd been behind this idiot they could have stopped this instantly. They let this guy endanger drivers and pedestrians, too. And will he get away? They pretty much do and there's nothing at all for them to look for because – he stole a car. Great job.

How hard is it to tag the vehicle with a tracker and then follow far behind? The suspect would remain ignorant and wouldn't be engaging in recklessness. It would be better because they wait until the vehicle stops (likely at a residence), where they can make an arrest. It may even lead to an outcome where they bust a criminal organization.
