I think the voice on the phone might be Kyubey, or rather multiple Kyubeys. The reference to “A magical girl I don’t know” at this point could mean either Madoka, who shouldn’t exist in this world, or Homura.
My suspicion with Walpergis is that like Madoka she was a magical girl who had wished to erase witches, and like Madoka did so by absorbing the negative emotions that would have turned them into witches, but unlike Madoka she didn’t have the capacity to absorb all those curses and ended up becoming a witch that combined the strength of all the witches she’d absorbed. This is implied to be the case with Gretchen assuming Madokami ever lost control and turned into a witch. It’s possible Homura removing just that one Madoka from Madokami removed just enough power that she can no longer keep Gretchen in check. Anyway if the new girl is Walpergis and Walpergis is the result of a less powerful magical girl trying to do the same wish Madoka made her having similar design elements to Madoka would make some sense as they’re thematically similar characters.
I don't know if we needed this tbh. Reminds me of how that forced Higurashi (Gou) was released when the story was already done. It's the same thing here, at least that's what I think. We'll see what happens though.

I have a feeling that this movie will not be the resolve of this timeline and we will probably see a new evil entity revealed, maybe further beyond the Kyubeies themselves.
My personal (and probably wrong) theory is that Walpurgis is Homura's witch, maybe like the fusion of many Homuras from all the different timelines she exists in. Since PMMM's world is a maze and mindf*kery of timelines and rewritten worlds, it might be possible for this to be real? Sort of like a paradox. If Walpurgis really is Homura's witch, the implications would be terrible. She'd be the origin of all her and Madoka's grief and painful destiny.
Whatever the truth may be, I really can't wait for this movie to come out!!
