I've found pitchers are easier to draft so I probably would have gone the 1b
But in terms of where the teams at higher potential is for sure the better pick
Doing a pure DTG with Japan only players (yes I'm a copycat). Only exception I made to DTG was I traded for a player that I wasn't able to draft because there were 2 players going before I got my 2nd pick. Now I have the max 13 pitchers for an MLB squad I just traded him back to the original team that drafted him.
It's tough man. Going into season 10 (9 with drafted players) we still haven't finished higher than the bottom. Our highest win total isn't even 50. I have found some gems though through discovery. One was the guy I had to take instead of that other guy. Not sure we'll ever win anything but I'm sure we'll get off the bottom of the league eventually.
On a side note we actually got 6 players in last year's draft. Although we have had a draft with no players and another with only 1. We now finally for the first time have an MLB team of only Japanese players. 13 pitchers and 11 hitters. I've had to play around with some of the hitters' positions so we cover the whole field both starting and bench but that ok IMO.
