Tbh i think arlong was stronger than a 20million bellie pirate its just that he moved to an island in the east blue and stayed there. There wasnt much competition there until luffy showed up to keep his fighting skills polished aswell

Bounty is and never was measure of strenght, only notoriety, i would say arlong could prolly beat bellemy
