I have had that glitch, it says all technologies unlocked but Big Domes was still locked for me as well. No Idea what caused it, but unlocked in other play throughs
If you build 3 or 4 more of the battery extension packs for your rover and store them in your rover inventory, you'll have enough power to travel almost all the way around the planet lol, just sayin.

I wish you could somehow bring your ATV into, or onto your rover. Like an enclosed box in place of the dump box.
I tried to flip the rover but gravity says no lol😂
