  1. People need to stop saying "incentive" to pvp.

It's not an incentive. It's compensation. Without it people that WANT to pvp have to make a decisions "Is being flagged worth the time it is going to waste when I get attacked and distracted from the tasks I'm trying to do?"

Exp compensation is a small improvement but that ends at endgame.

It's not an incentive. It's compensation to make sure that players who WANT to pvp don't decide that they have to unflag in order to maximise their progress so they can contribute best in future wars.

  2. 20% luck would be a HUUUUUGE bonus. Even ramping over time that's a big bonus. Sure enough I'd Perma flag, even though I do already, but it would be a great reason not to unflag for gathering.

5% is honestly still too weak. High risk high reward, imo, 20% would be to so nice to offset the gear difference in luck vs pvp gear, too.

  3. This is 100% on point, it needs to be for all content too – mining, looting, fishing, whatever you're doing if you're flagged you should be rewarded for the risk.

Otherwise what the hell is the point ever flagging if you're just chopping trees for example? If you were just chopping trees in the game right now, it's 100% more effective to be unflagged, if there was a luck bonus then you're a little more effective at getting rare wood, but you're also at risk of being killed.
