The assassin in Half-Life originally had those long-fall boots. In Half-Life 2, they wanted to make a Combine Assassin enemy and designed with the boots, which in turn inspired Chell’s design for Portal
Aperture Science had a lot of military contracts at the time as they were competing with Black Mesa to finish their handheld portal technology. It’s a totally cool reference to portal, and Aperture Science turrets were known as the most accurate turrets you could buy.
