Flightradar24 only shows aircraft that have filed a flight plan. You don't need to file a flight plan if you are flying around VFR (Visual Flight Rules), which typically that's how helicopters and small airplanes fly around. If you are operating a charter service like the tour companies like Maverick, then those chartered flights carrying passengers would require a flight plan.
Now, with ADS-B, which became a requirement in 2020 (so after the Vegas thing), you can track essentially all civil aircraft but on a different website called ADS-B Exchange. A helicopter not showing up on flightradar24 back then could have been a person's personally flown helicopter, a tour helicopter doing a flight without paying passengers like a maintenance flight, or like a medical helicopter. Now, though, all aircraft would show up on ADS-B Exchange.
