yes, the flipper could be able to do something similar to that but its antena or the IR blaster are not strong enough to do something with the traffic lights. this guy is just lucky
If he used an old Infrared camera and turned it into an Infrared Transmitter and learned all four Paterns that the Opticom Emergency light changer uses and programed the Flipper to send those pulses to the Infrared transmiter, it would work just fine.
So it is possible. Or just wired a set of 5mm 12v Infrared LED's and set the pulse to between 12 and 14 Hz because most of the Opticom's respond to that frequency.

The flipper only works if the network is broadcasting… The traffic lights are hard wired and do not have wifi…
