The main changes i would make:
Make a way for raiders to recover health that isnt too op. For example allowing them to eat sensu beans for 1 bar/square of health back.
Nerf tf out of buu's absorption area, make it bigger and lock ki sense while hes in it. To balance this out also nerf survivor stun skills so that the raider cannot be hit by another for 10 to 15 seconds.
Nerf the vegito lvl 4 when fuzed zamasu is out because it just does way too much damage and now we never even get to see people get to lvl 4 because they dont want to face getting jumped with vegito in play.
Nerf jiece's ki blast speed a little, this is never really mentioned but its far too fast. In turn buff burter's assist speed. For the "fastest in the universe" he is far too slow to even engage survivors most of the time.
Also nerf ginyu's super cooldown as its usually an instakill and less than 20 seconds is crazy.
Survivors just simply key rush way too fast, only have 1 or 2 power key radars in a match its way too unfair getting to stm phaze 3 minutes in.
Lastly ranked system needs and extreme rework. Ive been in games where its all Z5s and like 1 or 2 survivors that are in C which is insanely unfair on them.
Honestly make it so that raiders cant rank down at this point as a compensation for the premades, this wouldnt effect the game too much considering how little you rank up.

The dragon ball reviving dead allies wish was in the beta before launch. It was worthless because you respawned without dragon change ontop of people leaving after dying. Exchanging the level 4 for allies that can't fight wasn't ever worth it.
Atribute system to make survivor more cusomizable: 10 points to be splited into 4 atributes caping at 5 points:
Each point grants you a +25% in efectiveness for any task depending on which atribute you place it into. (everything will be 50% worst just so you will have to spend 2 points to return to average).
Body: makes you run, climb, swim, faster and higher. In D change, you would deal more damage using meeles and take less damage from melee.(If you have less than 2 points, even if you are the same level as the raider, you cant combo him).
Mind:makes you better at planting the Keys, Rescuing Civilians, reviving allies and activating the STM. No speccial utilities in D-change.
Luck: Sets the spawns closer to yours. Power keys, radars, sodas, and civilians. (If negative, will spawn them closer to the raider's)
Ki: reduces the cooldown for your ki based skills, increases your ki blast and super damage. The more points you invest in this atribute, the raiders will get more evolution energy from downing you, and you will be easier to find using Ki sense (If tyou have less than 2 points, you wont be able to ki blast in D- change).
I think death ball Final explosion. And stuff like that gets a damage nerf and raiders get a hp buff. And there should be a mini game for the key and if you miss up the raider knows we're you are for 10 to 15 seconds
should just do away with key radars altogether.
Raiders can heal some HP with Senzu Beans.
Power Keys are broken into two parts to extend the time and search needed to find them. Slows down key rushing.
Civilians in buildings that are destroyed will panic and scream loudly.
Raiders should be able to pause the STM timer by hitting it with a super move. Then the survivors would need to get on it to start the timer backup.
They could make TPD base kit but only if the raider is a pretty decent range of the last key placement for a certain amount of time (a distance that accounts for being able to fly in and out of range of the key distance and camp from afar with blasts etc)
Erm in order to fix breakers I think they should add more ki blast spamming for the raiders and give survivors no barriers and less hp on any sort of transpear
make the transpheres with that terrible single shot ki blast fly faster or something as a trade off
Very late but raiders actually do have a stun decay mechanic but there's 2 reasons why you don't see it happen
1 you have to get stunned 4-5+ times in a minute to see it
2 using your evasive resets it so if you use it after the 3rd/4th stun the count goes back to 0
ik i am a bit late but here is what i think.
nerf: premade's of any kind during ranked season get a debuff. slower change recovery and stun skills get additional time added to their cooldowns. lower premade groups get this but not as punishing. (i.e if its a premade of C ranks their change recovery cooldown would be an additional 2% slower and stun skills would get a 5 second increase, whereas Z premades would get up 20% slower and additional 40 seconds of timer for stun skills) and to avoid cheating the system if a lower premade is paired with higher premades. (example a b rank with 3 S ranks) the b rank would get the S ranks debuffs to prevent exploiting the system, effectively punishing high lvl premades from getting free reign to abuse a lower lvl/skilled raider they come across.
nerf: jaco's ship to 130 seconds. and be allowed to be destroyed in 2 hits, but also make you go down if you don't have a barrier also cannot be used after a survivors change meter has worn off till 5 seconds has passed, that way raiders dont feel robbed from a cheap hit n run strat.
buff: raider can't be stun chained and when stunned for the first time get a damage reduction buff that can scale up to 4 times. reducing all damage from being stunned to 30-40% damage reduction will go away/be lowered over time if not stunned within a set time prior.
mis buffs: flex raider que should be rewarded for being patient, it may seem ridiculous but playing up to 6 games as survivor bc the queuing system is soo dang long only to finally GET to play raider once and its against a premade or a very sweaty lobby, get bodied within 2-5 minutes and then repeat que all over again. on top of bumping your wait time you will get bonus zeny or that flame currency (dont remember the name) and At 5th or 6th attempt onwards get a single summoning ticket. that way raiders dont feel robbed of a match when they have a chance to play.
active skills missed on older seasons should be available at the shop for Zenny only bc zenny is so common to get.
Spending in game money for currency at bigger quantities should give something extra like a voucher to get one free in game cosmetic or emote/voice line that normally would cost in game money.
survivor buff/nerf: when a survivor who is holding a single dragon ball and another is holding 6, if a set amount of time has passed and the survivor with the single ball has not dropped it on the ground for more than 20 seconds. their aura will be revealed to the raider effectively punishing ball huggers and teammates alike.
buff: raiders who hide their aura and stay out of combat will regain hp over time but this passive will never exceed more than 50% of max hp and its a slow recovery. (a bar of health would take up to 30 seconds) however further staying hidden and not moving will speed up this health regen to 2 bars every 30. up to 4 bars per 2 min.

Replace key radars with crate radars, I feel this change will allow survivors to have an efficent way to search an area while at the same time making sure they don't instantly find the power key for an area.
YOOO! When I heard that Seaside Hill track kick in at 17:20 I got so happy. Sonic Heroes sound track is the absolute G.O.A.T.
As a person who only started playing last month, survivor stun abilities definitely need a nerf when used in succession. Getting chained stunned as raider by a coordinated lobby feels terrible, and now I just alt-f4 if I get put into a suspiciously strong lobby as raider. The game matching up B and C raiders vs S and Z lobbies is also really bad. Rarely have had an issue with keys being found too quick unless there's a survivor group but one key never being found is way more common.
I would also like to see Nappa not be able to plant saibamen directly on downed players (attempting to do so should send the saibaman or survivor somewhere else) and the two super transpheres should start showing up faster if Goku Black spends too much time as level 2, including during phase 2 if they stall that long.
Cheaper multi cost with zeni for starters because it's no fun trying to make viable builds but missing so many passives and all banners should give a extra guaranteed featured in the 11th slot. Raiders need passives as well and a temporary immunity to stun so you don't just get CC'd to death
I feel like for how to fix key radars is to make it so every survivor spawns with one, however the radar is inactive until X minutes then it turns on into a level 1 radar, then after Y minutes it upgrades to level 2, finally after Z minutes it upgrades to level 3.
This will make it so key radars will always be in play eventually to find elusive keys, but you cannot use them to key rush the raider anymore.

I would like to see a pretty decent damage nerf to all survivors in general and a HP buff for all the Raider but in excange make it easier for you average player that don't have strong skills to escape the Raiders. This would shift the game from the combat focus we have now to a more hiding/running away focus allowing the Raider to feel powerfull again while the newer survivors won't just die when they are found. This would include nerfing ki sense on Goku black, super Buu and Cell (probably just a cooldown increase would be enough) to make the hiding option better and viable for the survivors against all Raiders.
how about remove body camping or punish raiders for it like losing ranked points.
I don't like the idea of attaching a point system to skills and capping the amount of points a survivor can have so they cannot stack op skills solely because you have to gacha for a lot of those skills. If everyone had access to all the skills then I would be fine a point system. But if someone grinded season 4's battle pass for Immortal Champion and season 5's battle pass for Jaco's Ship then they should have the freedom to equip both. Not everyone has all the op skills.
The subreddit for this game is filled with raiders complaining about all the survivors in their lobby having Instant Rise+Ship and Memories of Battle+I've Come for You. Bro I play this game almost every day and roll every 150k zeni or 10 tickets I get, I even saved 2 million zeni for the fridge skill, and I don't have any 5* skills from season 5. How can an entire lobby have all those 5* gacha skills?
