It's funny you mentioned that the frame pacing issues are a 30 series problem. When I played Dark Souls 3 on a 1070, there was no stuttering, I could get a perfectly smooth 60 fps out of it. But on my new 3070 rig I get little stutters despite the game barely using half the gpu at 1440p. Seems like a 30 series driver issue.
