Ultra Hit is basically DIO from Jojo's Heritage to the Future – freezes the enemy, lets you beat their ass until the meter runs out, then deals the entire damage you dealt during in one burst. Kinda cool actually
Without the time skip mode i feel like he will still be a top 5 unit
Hit can only make 3-4 attacks and then his timeskip ends
Timeskip = instant kill

Time skip lasts for 5 seconds. So you can get in like 4 cards. With 50% reduced Damage and crits thats still like 2 million+ damage.
I like that the Ultra is Not a saiyan. But lets be honest every Ultra is just absurdly broken and not fun to face. Ultras – Huge L for legends. Atleast as F2P…
Time Skip is gonna take the longest to charge. Hit really is going to snipe one character. 17 is the only one that might be able to save your character when Hit activates a blue or ult during the TS.

I'm guessing since it's worded as an attack, you can dodge time skip through rescue cover changes (like lf ssj4 or green 21)
I think it misses if the enemy rushes
