The final wave of the booster course pass just released, with new tracks, new shortcuts, and new characters. You missed something in Mario kart eight deluxe in wave six in the main screen, where it says the press any button in the R l I if you can go down to two the tiny boxes you’ll see a music note, and if you click on it, then you can play any tracks music without having to play it
I haven't checked the patch notes but I'm pretty sure Wave 6 has rebalanced the item lottery to make fire flowers waaaaaay more common in the high positions, and it's going to be fun watching you rage over it in your upcoming races…

To answer your question, no, you cannot see the dlc characters in CPU cups unless you have the dlc. I didn't get the booster course pass till wave 5 so I should definitely know.
A thing I noticed is they really tried on funky most of his animations are not the same as on tour and same with his ui which I really like

I think Peachette is kind of a lame add, and same with mii suits when they have sooooo many good options. But that does leave me hopeful for even more DLC
