I wonder if it wouldn't be more effective for such a drone to have a streamlined bomb attached to the bottom in a manner that allows the warhead to separate from the rest of the drone when the drone runs into something. That way the warhead could continue forward some distance while also also sinking before exploding on impact or after a delay so the explosion is closer to the target and below the waterline for more damaging effects.

Also, I am of the opinion that this issue is more nuanced.
USVs don't seem like a "revolution". Unmanned Underwater Vehicles (UUVs) already supercede them, and they have been in development and testing by the world's major powers for quite some time. They can perform all of the roles of an USV but better, while having important tactical advantages (like stealth, loitering and intelligence-gathering capabilities, to name a few).
However, they are still an important development and will certainly proliferate in current and future asymmetrical warfare scenarios. They could still be useful in land locked theaters, as long as there are any strategically and/or tactically relevant bodies of water (river bridges or dams, for example).
The next step would be a submersible capable drone, maybe just a camera and a snorkel for the engines peaking. Have it travel on water then drop down for last few miles to limit visibility and to hit bellow waterline

AUVs are already shaped like torpedoes, and can be dropped from a UAV. Program the UAV to drop the AUV and return. The AUV, once it hits the water, can navigate to a general location based on coordinates, and then run sweeps until it's sonar picks up an object, at which point the code tells it to float into the object and detonate.

Piggy-back one of these onto a naval torpedo and you’ll get a steerable weapon. Get close to the target then separate the torpedo to do its worst.
The torpedo running at low power could have a considerable range. Ensure there’s enough fuel for the last run to target.
I'm no expert, but couldn't it be argued both side of the USV debate are partly right. Especially if viewed not though the narrow naval lens, but a broader lens of drone warfare as a while? Though the use of relitivly cheep drones the Ukrainians have punched far above their wieght class.

Ok, it doesn’t take a genius to see the next stage of this process. If they are going through the trouble of making their own hulls, then make it so that the underside holds a submerged MK16 torpedo. If the drone isn’t going to make it, just aim good and release the torpedo and let it swim to the target (they move fast). The U.S. navy has a kazillion of these and probably like to put them to good use. If you don’t know how to do this, let me know and I’ll draw up some plans. Since the Ukrainians have already set up a dandy drone, time to make a real weapon out of it. I also have plans for a UL103 drone to bust through the russky line for pennies on the dollar. Also why not build a below the surface sub like what the narkos make in South America and instead of smuggling dope, smuggle a couple of old mk16 torpedoes. You guys need help.🤡
The USV Revolution will arrive as 'Near Submersible Vessels'. These unmanned vessels will travel submerged just below the wave troth allowing a delivery below the waterline acting like a torpedo. Just a thought: The only thing visible will be the snorkel and if they can offset those to the left/right of centre beyond the crafts side, this will confuse defenders as to the correct position of the craft.
