I gotchu, first, the artic biome isn't even in subnautica, its in subnautica below zero, completely different game, you can find the mobile vehicle bay parts in the kelp forest, which is the area with the giant green plants, hopefully this helps you

As soon as that water turns bright blue like that and there are no biomes around you, no sounds, no nothing TURN AROUND. The dead zone is not fun (obviously), and never swim out that far to the point where you can't see the Aurora. Unless, that is, you're trying to find the two islands. But ya man, as soon as the water is that blue and that report comes up, turn around and swim back fast

The arctic zone isn’t a thing in this game so they doin you wrong in the first place and the Mobil and sea glide fragments should be in the kelp zone it’s the place where it’s green and has long green kelp. The fragments themselves should be in these boxes that have alterra on them some should be open but if it’s sealed don’t worry just find some that are broken in and you should get the fragments from them. once you get the seamoth you can go to the southwest and you'll find an island with some cool shit on it
