I think all storm shelters should have FRS two way walki-talkies for communication. All neighbors could monitor the same channel if someone is trapped. If rescuers also carried the radios they could here people calling for help. I think local government's should make one of the 14 channels a tornado emergency channel. Range is 1-3 miles at ground level and maybe 1/2 mile from an under ground shelter. FRS radios are inexpensive and readily available ay most big box stores. Old CB radio had channel 9 as the emergency channel. Please pass this advice to someone in local government to see what they think. Make channel 9 the official FRS emergency channel
