you can literally do the magic spells to till land and make it rain in Sun Haven its a little low budget but it does everything you said
I havent finished the video yet but so far it looks like a cross between stardew and portia.
If you want a farming game with rpg elements as you were describing, then give Rune Factory a try. It's a good mix of rpg combat and farming intricacies, and the characters are always fun.

Sun Haven has the exact farming spell system you're talking about. Earthquake tills the soil, Rain Cloud waters, there's Bubble for fishing without a rod, and there's a wind spell for mining. There's also a few combat spells.

Probably more that you're the only one that has survived the trip to the disaster ridden location.
This game is interesting according to the adds. One game i liked on my 3ds was my fantasy life. Or something like that. A bit of farming, crafting, and fighting. I would like another one for switch. All the farming centric games seem to have too much farming focus. Its hard to balance and everyone is different of course.
