I like to think that, higher up in government, they found that there is the legitimate chance for a zombie apocalypses, so they had this plan written up, and made it openly available for baseline responders, but simultaneously they didn't want to cause panic among the population to admit that zombies were a possibility, so they included a bunch of silly absurdities, and references to pop culture, in order to stop people from taking it seriously.

Symbiat is probably the only likely long term zombie apocalypse we'd get. Most other types can be waited out and wouldn't last that long. That being said a short term zombie apocalypse would be more chaotic as planning would be impossible unless you're a prepper. Your chances of survival is higher in a short term apocalypse if you're lucky enough to not get infected or shot on accident or by crazy people.
