A Denver news station reports Regina English's intention with HB24-1163 was to create a registry, especially for seniors, so first responders can contact a supplementary caretaker for pets whose primary person(s) need to be hospitalized, etc. Nice intention but crazy misguided execution re: drafting the legislation.
This bill isn't over. I read (not sure how trustworthy) that English is wanting to revise this pet tax. Only the current version has been pulled.

Never pass muster in Supreme Court. Who is going to count snails to levy the fine. If it can't be applied fairly(equal protection under the law) it's a no go
