I’m not sure the transfer facility sends out actual garbage picking trucks. I think you need a landfill or some lower tier to pick up the trash. The transfer facility picks it up from those stations, compacts it and then the processing picks it up from the transfer. To theory you don’t need nearly as many transfer facilities as you have.
The recycle station thing is great, as it turns your garbage into resources for industry.

I was having issues with waste collection too, I'm beginning to think its just how easy it is for the bin lorries to get from the centre to the rubbish? which would make it more of a traffic flow problem, but i'm not sure for certain! Also literally just before I watched this, I got an email saying they are bringing out a cities skylines 2… idk yet if thats real or spam though ! 😂
If the transfer facilities are being underused you might be short of processing plants. Check their vehicles are available and that their reserves aren't being filled faster than they can process.
Think it's cause of the traffic on the highway n the route the rubbish trucks take .

For allowing vechiles in certain lanes if you press shift it will do the whole road until interchange

if you put a toll road in a park zone theres a policies were you can make the cars just slow down not compleatly stop

Should put a motorway connected to the zoo and theme park to each part of the city so the traffic could be separated
15:48 you can hold shift to apply vehicle restriciton to the whole road.
Turn traffic despawning off. You'll love it, you'll see just how bad your road network is 😂
