If China does not want to pick up calls on U.S. military talks then why insist? U.S. must also not accept China's military calls. In other words communication between the two countries were shut up. If that is the situation then be it. U.S. must not be afraid of China to go for a tit for tat. U.S. must assert it's authority to anybody, do not be too lenient on your approach towards any adversary.
